Perhaps arms just meant rifles, just like “regulate” meant to make regular and not “control” and militia meant groups of regular joes and not the National Guard. I don’t doubt a canon could be purchased, they’re slow and heavy. Could a battleship be bought? That I doubt.

I agree that gov. should be making these decisions, but if you allow even greater latitude to ignore foundational documents that were all suppose to play by then everything else is up for grabs. Doesn’t seem like a stable system if the governing rules are changed willy nilly.
