Gotcha. Sometimes its hard to remember where ideas originate. Last summer I talked to a Portland cop who said the police force was irritated that antifa can wear masks while rioting. They feel like they are hamstrung doing basic police work.

First laws against masks in the US date from around the 1830's. May already be against the law in Portland, but law enforcement is ignoring it? Usually 1 can wear a mask, but a group of 3 or more can't. Mardi Grais & Halloween are exceptions.

NY has had anti-mask statute since 1845. To protect landlords from mobs of tenant farmers. Many states implemented ant mask statutes mid 20th century to address KKK. Under most state laws if there is an assault in a group the whole group could be charged with attempted murder.
