Question: Would it be legal for a President to listen to PUBLIC information about a rival candidate from another country? Would it not still have value?

I would think it unacceptable to not listen to what they have to say. Isn't this what CIA does? The value would be counter intelligence of how this foriegn entity obtained the information. People forget Russia warned us about the Tsarnev brothers.

Yes, there is some level of value in listening to what they have to say. But if is indeed that valuable, it's likely also worth passing on to intelligence agencies. It can't only be valuable in one case but not the other.

Interesting concept. If you played propaganda over a loud speaker could you argue that the listeners "received" the info? That essentially equates to protesters shouting etc. same thing right? Value? How do you even start to define or measure that?

The source of the information is a major factor in determining the value of the information. Loud speaker propaganda, for instance, indicates low value. But info from someone who is or who purports to be a person of influence within a foreign gov would indicate high value.
