Straw man argument. The temperature record is handled by a small handful of people, perhaps a dozen. Would you also argue that "thousands of FBI agents" couldn't have conspired against President Trump? All it takes is for a few key people to misbehave.

More than being "in on it", I think it's more of a superiority complex of thinking the public is too stupid to understand the raw data and the the facts need to be exaggerated to convince the masses of the future that they themselves are 100% convinced is true.
