The State Department is one of several agencies that would have to sign off on the deal, so in theory she could've been involved, though it would've been below her level. Is there evidence she was actually involved, other than simply being Secretary of State?

This article by Jon Solomon (reliable reporter) is a a good start. It mentions the whistleblower and the payola for the speech but doesn't go into the foundation donations. It would not be unusual to have a fee of $200K for the U.S. and a far higher fee for foreign trips across multiple time zones. I used to charge double just to go to the East Coast.
