In this specific case, speculation would be identical to mind control and spreading fake news. One-third of viewers would hear it was ISIS and look for revenge, even after the facts are out. You can't put this back in the jar once out.
When was the last time you saw the press speculating about the ethnicity of an unsolved crime? There is a reason they don't do that.

Every time a possible hate-crime is discovered (say swastika-drawing). It was also common for IRA attacks in the UK, Palestinesian attacks in Israel - whenever there has been a pattern of violence and the target/means at least roughly fits that pattern there was speculation.
