In this specific case, speculation would be identical to mind control and spreading fake news. One-third of viewers would hear it was ISIS and look for revenge, even after the facts are out. You can't put this back in the jar once out.
You know how we always complain when the fake news is "corrected" but the correction gets only 10% of the attention as the original story? The problem is that once ideas are suggested, they can't be removed.

You are arguing against ANY speculation in the news - and that case would be far more defensible than your Special-No-Speculation-Subject approach.
