Yes. But if rebates were a good idea, then (at least some) insurance companies would offer them voluntarily, because it would essentially be a (potential) huge discount for consumers that would allow the insurers to save money while undercutting their competitors.

For example, say insurers A and B offer identical plans at the same price. Then insurer A decides to give a 50% rebate to consumers for price shopping. If the consumer saves $1000/yr price shopping, then his plan under A would be $500 cheaper than under B than sticker price.
