In China, it is impossible to see where the government ends and the state-owned "enterprise" begins. This gives the nuke plant access to below market cost capital . Accounting practices in China are also not even close to transparent. Finally, wages / quality control / safety are

I talked to a guy a few weeks ago who worked on vogtle. The bulk of the cost/time overruns are on vogtle 3, learning is implemented for vogtle 4 and they are not as far behind nor as far over budget. VC reached 98% completion but couldn't raise funds to finish.
