      None of that is an obligation, it's a pledge of an undetermined amount to no one in particular. That was a remark by India that being the lowest developed with the most population and pending GDP growth that the target would only be reachable pending financial help.

      DUH isn't actually a reason. If the UN says climate change actions would change the economy, that's just an obvious statement. There is no substance there. It's like saying there will be oxygen in the atmosphere tomorrow.
