None of that is an obligation, it's a pledge of an undetermined amount to no one in particular. That was a remark by India that being the lowest developed with the most population and pending GDP growth that the target would only be reachable pending financial help.

Before the Holocaust, the NAZI's were very open about their intentions. Millions of German Jews refused to believe, and died as a result. The rest of the world refused to believe too, until photographs emerged from concentration camps in 1945.

I have a chapter in my new book about how the "history repeats" idea is dangerous and wrong. Human nature stays the same, but history doesn't repeat. That is an illusion caused by not noticing all the times it DOESN'T repeat.
