IMO, anything that gets the plastic out of the ocean is worthwhile. May not be practical at this point, but in the future who knows?

I see it as a way to keep plants running at peak power even during non peak demand periods. Also the oil collected could be remade into food grade plastics without the fear of bacteria surviving.

Refining back into oil like material is one way If we look at nature it decomposes stuff into basic ingredients and life reassembles this into new building blocks.
