The investigation had to happen to prove that this was actually a “hoax”, which shows that it was never a hoax to begin with; just an investigation that proved the accused innocent.

Actually, it isn’t about lying. It is about being mistaken about something. I heard Dennis Praeger mention someone who, after realizing he answered incorrectly, later tried to give the correct information was told he couldn’t do that and would be charged with obstruction.

Hoax or not (though it was) I would say some real crime should ultimately be prerequisite for obstruction. I encourage anyone to accuse their boss of something ridiculous then sue for wrongful termination when they're fired. Their suit will fail when their accusations crumble.
