1. Depends on your interpretation of language+law+meaning (+mind reading of purposes+aims+reasons for support of it) From my non expert reading of the bill the law clearly makes it legal to kill a part of the woman's body as long as it's not 100% out of it &/or not yet breathing

2. The law clearly states (IMHO) that such a procedure isn't on a legal person, is a lawful abortion, so can't be murder And the coroner has no interest or juristiction over the demise of such a non person or procedure, botched or otherwise, that brought it about if+when it dies
