      That's one of those zero-credibility graphs one often sees on Twitter. Notice it doesn't say where or how they measured (land, water, or troposphere). Guessing it is satellite measurement of the troposphere, which is not where the heat is predicted to end up.

          Global warming theory is based around troposphere warming. That is where the CO2 is located.           Lower troposphere is exactly where the heat is supposed to end up. And as a result the heat doesn’t pass through the stratosphere. But as you can see the stratosphere hasn’t been cooling for over 20 years now.pic.twitter.com/THUTDoWK05

          Well known how the measurements were made, but it seem to have been omitted in this particular rendering. Circles are from radiosonde balloons used by meteorologists for many decades every day. Squares are the satellite data records of the whole troposphere, where all weather is.
