Correct...it makes it hotter when you replace grass and trees with concrete and buildings. So, if the temp stayed exactly the same but an airport was built, the newer readings would show warming. If newer readings with more concrete show cooling, it means it cooled even more.

And it is not just airports being built. Existing airports expand. Existing buildings are enlarged, and use more energy, which makes it's way outside as heat. General trend towards urbanization adds other roads, buildings, and heat sources. Large planes have huge hot jetwash.
