This is how Obama governed his whole two terms using Reconcilation bills where he could direct the money to any pet project he wanted. Obama never had a budget and spent at his pleasure.

Sure that’s more evidence the system is broken. It’s still a disgrace our Presidents routinely abuse state of emergency powers for non-emergencies.
