@ScottAdamsSays UBI, of course, might work, but is it ever likely? Is it likely that humans will stop responding to the incentive to exploit an advantage for selfish reasons. Why should we tweak UBI when it steals resources that individuals would spend more wisely?

I take your point. But any scheme that lacks a price signal is doomed. UBI (like all welfare) fixes an arbitrary price on the value of an idle worker. Job markets do that better (except when people are unable, not unwilling, to work). Pay them to do something - e.g. pick up trash
