@ScottAdamsSays Your analysis of what "mental health" means is incorrect. The text of the bill clearly distinguishes "physical" (i.e. brain) and "mental" health. Later it speaks of those "who pose a risk of harm to themselves or others due to mental illness." Please get it right

The bill's language clearly distinguishes "mental" from "physical," as does the section that talks about "mental health issues." Unless you have a statement by the author supporting the very narrow interpretation you are making, you'll need to use a different tool of persuasion.
