When people describe history as repeating they aren't saying it repeats as in the same exact events or reacurring situations. It's more of characteristics like the stages of development and decline of Civilizations for example. Always happens the same basic way.

"Those who do not know history are doomed to repeat it." History repeats is about learning from the mistakes of those who have gone before, which is very valuable. Watering it down to a literal statement is basically building a strawman against it.
