Just look at Jakarta, which is sinking rapidly (same effect as rising sea levels, but way faster) and yet there is plenty finance available for waterfront luxury apartments.. banks make stupid loans all the time .. vis GFC

That's because it's not a real concern, even in Jakarta. I mean FFS, the Netherlands has been sinking for hundreds of years. It's still of the most densely populated areas on Earth. Water management is not an impossible task in 2019, heck it wasn't in 1619.
