Perhaps but would it hurt? It's his right to create that content and Google is just a middle man. I'd prefer them be a neutral party. You have two avenues to deal with this. Talk to the author and hope he changes it or have Google censor. The former seems better.
The thing that would be useful for Google to articulate is why that image is 4th on images. Is it really that popular? Could be if people are looking to make you look bad and regularly clicking that image. It'd be good to know if they have a policy for this kind of thing.
Hate speech doesn't exist in the United States. Even if it were defamation you'd have to go after the author.
If he does that to modify google search results, we might have to take it down
