Maybe in Michigan or Alabama, but not in CA. Here housing costs are driven by zoning in cities and suburbs alike, look at Pleasonton! The solution you link to here is a solution for rural zones. Building costs are not the driver when it comes to housing costs in areas like CA.

Also, you can buy working buildings in the urban areas that meet your criteria for almost nothing already! Anywhere in the US where housing is costly is that way because of land costs, not building costs. Zoning is the problem in places where people want to live.
