you forgot about private land, which is about half of the problem and is regulated by California, but in federal land the republicans in congress wanted to pass this act: https://www.gpo.gov/fdsys/pkg/BILLS-113hr1526rfs/pdf/BILLS-113hr1526rfs.pdf … in 2014 and the democrat senate didn't pass it, and obama vowed to veto it.
