the problem is that factory-built and built-on-site houses are not the exact same product. if they were, 20% improvement would be REALLY good. I mean, you could start a very profitable company based on that alone.

My post was about an engineered product. There was a company that tried this in the 1980's. Building inspectors required complete disassembly of the walls at the site so they could "inspect" the installation. Note: I referenced building codes & zoning in the original post.
