If more than 13%, wouldn't that mean that some other group would be underrepresented? Why would you hope for that? ... that's the sort of problem you get into when you start measuring things on race instead of merit.

Seeing as 92% of Black Americans voted Democrat during this past midterm, couldn't we expect that Republican Senators/Congresspeople would have a much lower percentage than Democrats, seeing as they wouldn't attract black talent?

Conversely the Democrats should have a much higher %. The data should include D vs R. Also data should be broken down by % of minority population at the state/district level to be meaningful. In truth though I'd hope that the jobs be filled by most talented regardless of race.
