Perhaps if they ever set foot on US soil, but infiltrating China with assassins to carry out a vendetta would be akin to declaring war on China. That would be a very bad idea and precedent. China or Russia would then be emboldened to send assassins into the US for their purposes.

War always has risks. But the smart money says China would keep quiet about it on their end. If we mow their lawn for them often enough, they will be forced to start doing some self-mowing just to deal with it.
