Will the people in the area build most or not all of their quarters? This seems like a great way to showcase new building materials and technologies. Basic is a sense of trust. That's up to the residents.

In the houses I lived in in Korea, the bathrooms didn't have a separate space for showering. Instead, you had a mobile shower head and the floor was pitched with a drain in the center of the room. You could also use the shower head to wash down the toilet and sink.

First step would be figuring out what is yearly income for these areas and design with that in mind. Try to minimize high cost items first: heating/cooling bill + units, clothes dryer, roof replacement, groceries, car, insurance.

I disagree about not having a large t.v. Your example using a t.v. to learn drums is a great example. We cast stuff from YouTube, Khan Academy, science fair presentation practice, slide decks, fireplace and aquarium. In small house, have t.v. mounted flush on wall.
