Context is important. There's a different message conveyed when you call a white man a "dog" as compared to a black woman. Same with many other epithets.

Just so I understand your insult guidelines, can anyone's behavior ever justify the dog label? Let's say a serial killer, for example? Is "dog" too harsh?
