Reading the actual proposal, I think it has some merit. My first thought was that a lot of possibly violent drug offenders have been pled down and thus would be released, but this proposal deals with people who have served "long sentences" and those over 60 years old.

Good attempt, but... Pardon can be issued only to a specific individual. Not to a class of individuals or a type of crime.
