Did you just downgrade from a criminal trial standard (beyond a reasonable doubt) to a civil one (most likely true)? No matter. In the non-court world, citizens are terrible judges of what is most likely.

In the terrible analogy of a trial, one can achieve the best mixture of fact to irrationality. And if the justice system is used, we call the result just, even if inaccurate. The real world is opposite of the courts, and confirmation bias overwhelms facts in the wild.
