Why don't presidents make other such legacy burnishing commitments, given that they aren't particularly politically costly?

Because it actually doesn’t help public perceptions of their legacy? Most of the Bush team did not want to do the whole AIDS thing. Bish drove that beginning to end, partly out of religious conviction. Earned no credit for it either!
