Neither America nor its Presidents will be remembered for the tens of millions of men, women, and children that they saved. They should be.

We can credibly state George W Bush saved more than 16 million people from dying of AIDS. Barrack Obama likely saved a similar number from Ebola. Thusfar these are the greatest foreign policy accomplishments of the 21st century.

Why don't presidents make other such legacy burnishing commitments, given that they aren't particularly politically costly?

Because it actually doesn’t help public perceptions of their legacy? Most of the Bush team did not want to do the whole AIDS thing. Bish drove that beginning to end, partly out of religious conviction. Earned no credit for it either!
