Given what just happened in Toronto and the apparent motives for it, the next clown who runs up behind a female reporter who is just doing her job and shouts FHRITP should be jailed. Not probation, not a suspended sentence, not community service. Jailed. Time to send a message.

Public mischief and creating a disturbance for starters, which have already been used. Both include the option of a maximum penalty of up to six months in prison. But I'd start looking at assault as well.

You can’t yell “Fire!” in a crowded area or “bomb” or anything involving bombs on public transport, as that could result in injury or imminent incitment, which is banned under US free speech. One would have to prove that this could start a riot or result in injury.
