    “Imagine a rogue law enforcement officer who wants to stalk potential romantic partners.” We don’t have to imagine it. Police across the US have been prosecuted or sued for abusing their data access this way.

    Second, I'm not convinced it's logical to make the identity of the perpetrator, rather than the nature of the effect (for example, fatalities), the deciding factor.
