Its not breaking the filibuster. Its filibuster proof majority. Do this without the filibuster and it just gets reversed next time the Republicans are in power. This is the entire purpose of the filibuster. Stop or slow the wild swings in policy via bipartisan consensus

The formal announcement was just 2 hours ago. The fallback position, and it's way too soon to assume it will be necessary, is adding it to the budget reconciliation process, which only takes 51 votes.

See the thing is - if it's budget reconciliation (which wouldn't happen until WAY LATER this year) why would there need to be any Republicans at all? All he'd have to do is make a deal with one and that's only to make Manchin happy. So why not use earmarks for that?
