There are two prisons at Pol-e-Charkhi, from where these prisoners were released. One prison was for detainees captured on battlefield, and next door was the general prison (thieves, murderers, etc). Taliban fighters and crime syndicate mixed in both.

Taliban. And I’ll tell you this, the Taliban was running both prisons in Pol-e-Charkhi from the outside as far back as 2009. We couldn’t stop the infiltration of cell phones or contraband, and this is with American contractors and troops on the ground.
