1. Kabul does not have a comprehensive citywide act which encompasses everything parking related. Traffic police are overwhelmed and can only manage jams and flows. Generous parking ability (basically anywhere you want) complemented by zero fees means we will see even more cars

Poor land use management (esp illegal construction) will continue to generate excess sprawl and greater reliance on private cars due to increased distance. Without high capacity corridors or less cars in Kabul, public transport will always be left for another Mayor to manage
