Our (seemingly) deeply entrenched impulse to connect linguistic, tribal and regional precedents within rules of parliamentary procedure will render the Wolesi Jirga meaningless.

Could be that, as linguistic/tribal connections are core part of identity for these MPs, it is evolutionarily functional for them to view members of other groups as different and potentially dangerous...Don't know if parliamentary procedures can regulate in vs. outgroup dynamics.
It must. I hope the rampant divisions are continued to be brought to light rather than suppressed. There are those whose direct interest is that the Wolesi Jirga become an ineffectual body. They must be rooted out by means of legal frameworks and legislative processes.
