I like that you are wanting to tackle climate change. However, I would prefer a systems solution, market-based, not one that relies on Federal grants and tax-and-spend. How about carbon tax and dividend? Or carbon tax used to offset income tax, or better yet, payroll tax?

It seems backwards that in our country we tax payroll so harshly (15.3% FICA alone, most ppl have state and/or local taxes on top of that) when working creates resources & value, yet we don't tax pollution, which destroys resources & value. Think about it and let it sink in.
