The democracy meme coordinates many people people through centralized loudspeakers. Atomization of individuals however makes such masses less useful, today unions don't work because of bowling alone for example.

I am also going to note that even were individuals not atomized and thus less skilled and useful at coordinated action, merely by capturing the central information organs of society is sufficient to guide action.
