In most organizations obviously productive departments have to carry a double shift: their work and internal messaging to other departments.

There are some solutions to this problem, the best one is organizational leadership that actually cares about product doing the promotion for them.

These aren't completely orthogonal, though. Doing good work can make messaging easier, bad work can make messaging harder.
