When we engage in community life, we are usually acting out our own social impulses, we seek and try to build for ourselves a place where we can live. This is the essence of tribe building.

It is noted that Moses could not dwell in the promised land himself. This shows something remarkable, he wasn't tribe building. The effect might have been a tribe, but he wasn't in a tribal mindset when building it.

If Moses is historical and if he couldn't dwell in the promised land I am certain his promised land was an attempt to create a functional institution for a particular purpose, not a home for himself.
