What would "a popular peace movement that successfully prevented a war" look like, that you can say it hasn't happened?

There would be documents or at least minutes of meetings where government officials would scrap plans for wars because of the political difficulties caused by peace movements.

Infrastructure, supply chains built for efficiency, not resilience (past a point). All depends on all to work. Rot/friction/debt is danger, sand in the gears, then breakdown past resilience point. Not 'civil war' exactly, but neighbors looting... CW maybe in power vacuum after.
