Judging by European countries I don't think anti-abortion measures raise fertility much. At least not without outlawing of contraception (as done in Ceaușescu's Romania)

Even in Ceaușescu's Romania 1. The effects were only temporary, as people found ways to bypass the decrees. 2. They produced a massive abandoned child problem, that the state couldn't resolve with state owned orphanages: crash in average human capitalpic.twitter.com/60si3U4za6
