One able to give opportunities to those genuinely seeking them (via both liberating policies and capacity building) while providing security, preserving faith in systems and fellow citizens, and upholding justice (all without indulging complacency).

Don't know if this is the kind of answer you were looking for though. One side seems to focus less on capacity building and systemic fairness (game shouldn't be rigged) and one side less on liberating policies and complacency indulgence.
