Is the cause human nature and complacency? Or do institutions only grant security to those who do not try new things through processes like hiring and admission.

If we are only giving security to the risk averse and novelty avoidant, we waste freedom on those who don't make use of it.

You say security is "assumed" first, then as "given (by institutions)". These could be the same thing, but I think it's useful to think of them as different. People who take risks, "assume" security. People who don't, assume it is "given by others" and thus security is insecure.

I was thinking I'm terms of given security it is rational to explore.
