It could be some international drug cartel not wanting their business disrupted by the possible peace therefore lunching some sort of religious war. Afghans don't pay that much attention but i believe the drug problem is greater than Taliban and ISIS

There is so much happens in Afghanistan under the banner of Taliban. So many drug dealer across the globe is making money out of opium produced in Afg, some of these drug mafia are so powerful that they can change regimes in some countries.
