What does the right of the landlocked countries / international law stipulate under such circumstances? Is this a case of 'force majeur'?
I think it pretty much depends on bilateral agreements and relations between the landlocked state and the transit neighbour. The rights of LLCs, unfortunately, are heavily dependent on the political will of the transit countries.
