I'm guessing here but I reckon Crosby's firm have taken over Operation Save Big Dog. Thus the change in strategy today to belligerence to show "he has fight left in him".
Ironically when the Building Schools for the Future cock up happened at the DfE Michael Gove did a very contrite session in HoC which increased negative coverage. Then Cummings arrived (he wasn't formally a SPAD at the time) + told him to be belligerent next time. It worked.
