Descartes was more extreme, since he refereed specifically to HIS consciousness, thus implying Solipsism.

Yes, he thinks it's a hard problem. But he doesn't discount the possibility of it arising through information processing.

But does he mean arising as in once it gets complex enough, a mysterious phenomenon arises from it? Seems to suggest this...

The idea that 'consciousness can't be an illusion' doesn't depend on how it arises. Read 'Waking Up'. At least twice!
